Complexity, Compliance, and Scalability With The Scouts

Volunteer learning at scale, powered by automation and compliance controls

The Scouts believe that through adventure we challenge individuals so that they learn and experience new things and enrich their lives. Each week over 400,000 young people and 100,000+ adult volunteers take part in Scouting projects and activities at the heart of the UK's communities.
Scaling compliance across a large volunteer network
Delivering critical, time-bound training across a large, distributed volunteer workforce is a major challenge for any membership organisation. For The Scouts, the scale and urgency involved made this even more complex.
With over 100,000 adult volunteers and hundreds of thousands of young people engaged weekly, The Scouts needed to:
- Launch a brand-new LMS and CRM simultaneously
- Transition 140,000+ volunteers onto a digital learning platform
- Achieve full completion of mandatory safety learning within 7 months
- Ensure new volunteers completed core mandatory learning within strict onboarding timelines (30 days and 6 months)
As Sarah Webber, Volunteering Learning & Development Manager, explained: “This was the first time the Scouts had ever had to do something at that scale before.”
Beyond the initial rollout, The Scouts also required a sustainable model to manage ongoing compliance and learning for new joiners, without increasing administrative effort.
Automated learning built
for scale and simplicity
The Scouts launched MyLearning, powered by the imc Learning Suite, with a clear focus on simplicity for learners, automation for administrators, and scalability under peak demand.
Given the size and diversity of the volunteer network, a straightforward user experience was a key success factor. Volunteers needed immediate clarity on what learning was required, without navigating complex menus or searching for information.
Personalised dashboards now present each learner with role‑specific training as soon as they log in. Mandatory learning is clearly prioritised, deadlines are visible, and access is frictionless – ensuring that volunteers can focus on completing learning rather than understanding the system. Sarah Webber notes: “You log in and the learning you need is right there in front of you.”
At the same time, compliance was designed to run largely in the background. Learning is automatically assigned based on volunteer role and start date, with built‑in deadlines aligned with regulatory requirements and continuous progress tracking across the organisation. This automation enabled The Scouts to enforce stricter onboarding timelines and mandatory learning without excessive admin, even as more than 140,000 volunteers moved through the system.
Targeted communication and escalation workflows reinforced engagement and timely completion. Automated email reminders, supported by real‑time reporting, allowed campaigns to be monitored and optimised throughout the rollout, while the platform reliably supported high volumes of concurrent users during peak periods.

Achieving compliance at scale
With the support of Scheer IMC, The Scouts successfully delivered one of the largest mandatory learning initiatives in the UK membership sector, achieving near 100% completion of mandatory safety training within the required timeframe. Full adoption of the platform was reached across more than 140,000 learners, demonstrating the organisation’s ability to drive rapid engagement at national scale.
Having targeted communication in place played a critical role in achieving these results. Automated email campaigns, including countdowns at key milestones, drove significant increases in platform usage and completion rates. “We saw absolute spikes when we sent out mailings – people were logging on, accessing the learning, and completing it.” elaborates Sarah Webber.
Throughout the rollout, the platform demonstrated stable performance under pressure. Large amount of user traffic during peak periods was handled reliably, while real‑time data insights enabled proactive capacity planning and further campaign optimisation.
With compliance firmly established, The Scouts have begun expanding the platform’s use beyond mandatory learning. Webinars, skills accreditation, and assessor‑led learning have since been introduced, with growing interest from other departments to adopt digital learning formats. Looking ahead, the organisation is focused on building a broader learning culture by expanding non‑mandatory and skills‑based learning, increasing blended and digital offerings, and enhancing the learner experience with more exploratory pathways aligned to its “Branching Out” development philosophy.
The partnership with Scheer IMC enables continuous innovation, ensuring the platform evolves alongside organisational needs.
