Compliance Alone Won’t Make AI Work: Trust Will
To unlock AI’s potential in L&D, organisations must put trust at the centre
“Growth without foundation is just expensive collapse.” The same philosophy applies to how organisations introduce AI into corporate learning. We have already discussed this foundation in our first article in our blog AI series, where we focused on “understanding, rather than blindly agreeing.” In the second, we explored AI literacy as a learning challenge rather than an IT concern. Now, we turn to the topic of trust – the crucial differentiator in enterprise AI adoption within L&D.
If understanding is the foundation and literacy the walls, then the shift from compliance toward trust could be considered the roof which completes a well‑built modern home for any enterprise. However, this trust is not easily earned, particularly when it comes to the topics of HR, L&D, and compliance, where expectations often exceed minimum regulatory standards for AI adoption and implementation. Let’s dig deeper.
Understanding the trust gap in AI-driven learning
Across large organisations, AI technology has accelerated into corporate learning faster than internal cultures or regulatory structures can keep pace. On one hand, this rapid integration makes scaling learning easier than ever. On the other hand, it introduces new challenges related to employee confidence, perceived fairness and organisational risk.
Some reports show a striking disconnect: while 76% of corporate respondents expect organisations to use AI responsibly, only 35% believe businesses are doing enough to build trust in their AI systems. This gap exposes organisations to disengagement and ethical risks if trust is not deliberately addressed.
Similar cross‑industry surveys reveal that many employees prefer to limit their use of AI tools rather than risk making errors or unintentionally violating policies. When learners do not understand how AI works, how their data is used, or how recommendations are generated, hesitancy and underutilisation naturally follow.
Why does this matter? Because if employees doubt that AI‑powered learning platforms protect their privacy, act fairly or respect their agency, they disengage. For L&D, this means reduced ROI, higher risk of regulatory missteps, and a culture resistant to change – a nightmare scenario for any HR team.
When trust breaks, shadow learning rises
Consider this fictional but all-too-familiar scenario: A large multinational company rolls out a new AI-powered adaptive learning platform to personalise compliance and skills training. The company's employees express vague concerns about privacy and the fairness of recommendations, but the rollout proceeds with only a brief FAQ.
Within months, analytics show muted course completion rates and almost no use of the platform’s most advanced AI-driven features. However, internal IT audits uncover a parallel trend: staff in high-compliance roles are sharing downloaded old training manuals, searching for external “safer” resources, or simply using personal AI chatbots to summarise sensitive material… completely outside the oversight of L&D or IT.
This situation not only undermines the investment in the official system, it also creates genuine regulatory exposure and inconsistency in training. Organisations face higher risks of data leaks, misinformation spreading, and audit failure. That is why trust is not just a “nice to have” in AI-driven learning. When it is lacking, employees seek their own (less secure and less trustworthy) solutions or actively bypass carefully crafted compliance measures. More often than not, this leads to greater security and compliance risks, alongside wasted investment. To bridge the trust gap, organisations must integrate transparency, agency, and ethical safeguards at every layer of their digital learning systems.

How to create trust in AI-driven corporate learning?
It is easy to focus on the negative consequences of a lack of trust in corporations, especially in AI-driven corporate learning. Shifting the perspective, it is far easier to claim what not to do than to define what could be done to improve the situation. There are several concrete steps that L&D, HR, and compliance leaders can take to make trust a strategic enabler rather than a regulatory burden. Each is marked with a light indication of relative difficulty to help frame their implementation.
1. Proactive Transparency (most difficult)
"Opening the black box" is never easy, but giving employees clear and jargon-free explanations of how algorithms drive learning recommendations, assessments and content tailoring is essential. It is understandable why many corporate learning leaders rely on marketing language in this phase of trust building, often to justify organisational investments, yet honesty and directness are always the first real steps when building trust with anyone.
An even more challenging but unavoidable aspect of trust building is clearly defining and publicly stating which user data is collected and how it is used. For employees, the introduction of regulated AI technologies stands or falls on transparent knowledge of which of their inputs are being recorded, who can access them and for what purpose. As in any human relationship, gaining or rebuilding trust depends largely on reciprocity and clarity rather than polished messaging.
2. Explainability and human oversight (slightly easier)
Integrating short “Why this?” pop-ups or tooltips that clarify why an AI made a particular recommendation can significantly reduce perceived bias and improve employee acceptance. Even simple explanations can make a meaningful difference, and in today’s solutions such features are often available as configurable options when introducing AI tools to corporate environments.
Employees should also have a clear escalation or challenge path if they disagree with automated learning assessments. This increases fairness while reinforcing that human judgement and feedback remain central to the learning process rather than outdated. This is how the human in the loop is kept where it belongs, as an active and respected part of the system.
3. The power of "Know" and "No" (straightforward)
Giving learners dashboards to view their data profile, adjust content preferences, and control visibility helps to build trust through transparency and agency. This kind of visibility can even reduce reliance on shadow AI tools, since employees gain a clear overview of their development within the official system.
With knowledge also comes the power to say no. Allowing learners to opt out of certain automated features (where feasible) gives them a sense of control – a key factor in both engagement and sustained participation.
4. Feedback is not a one-way street (socially-difficult)
Embedding simple mechanisms that allow users to report errors, flag perceived bias, or suggest feature improvements directly within the learning platform strengthens social trust in enterprise AI use. It increases the perception of being heard among learners and makes trust a shared process rather than a top-down instruction.
However, providing a feedback button is not enough. What truly builds trust is responding to feedback, discussing it openly, and showing concrete actions taken as a result. Being able to speak helps, but seeing visible change and accountability is what makes employees believe their voice genuinely matters.

Higher engagement and adoption: Edelman data shows employees are up to 2.5 times more likely to embrace new digital tools when trust is high (as claimed by Edelman Trust Barometer).
Better learning outcomes: Learners are more honest in self-assessments and more adventurous in exploring new skills when they feel their data and growth are protected and genuinely valued.
Reputation and talent brand: Organisations that “do the right thing, even when no one’s watching” become magnets for both talent and partners in increasingly regulated and reputation-sensitive industries.
